Measurement Guidance

National Embodied Carbon Databook and Guidance Note

Infrastructure NSW has worked collaboratively with state, territory, and national governments to develop a National Embodied Carbon Databook. This provides carbon intensity benchmarks, emission factors, and calculation assumptions to support embodied carbon measurement for infrastructure and buildings. It consolidates data from a range of sources and aligns with key tools including the NABERS Embodied Carbon Calculator, the TfNSW Carbon Tool and the TfNSW Engineering Cost and Carbon Library.

The National Embodied Carbon Databook is supported by a Guidance Note which is intended to help measurement practitioners understand the appropriate carbon measurement and management tools, databases, and calculation assumptions to use on different project types. It also supports jurisdictions to meet mandatory Commonwealth funding and reporting requirements and provide a fairer evaluation of infrastructure projects across jurisdictions.

These resources have been developed through the Infrastructure Transport Ministers’ Meetings (ITMM) Infrastructure Decarbonisation Working Group.
